Hartland Village Council unanimously approved a concept Oct. 10 for a downtown mixed-use building that would house event space, a boutique hotel, retail space and apartments.

The proposed site is 221 Cottonwood Ave., the northwest corner of Cottonwood and Park avenues, where a house currently stands.

The four-story mixed-use building would include retail space, event space, boutique hotel and apartments.

James Kupfer, a real estate investor from Kupfer Investments LLC, and Chris Miller, owner of Miller Marriott Construction, presented the initial concept for the mixed-use building to the board.

In total, the building would have four floors with different uses on most of them.

On the first floor, Kupfer detailed a 3,000 square foot retail space with an entrance on Park Avenue and a separate 5,000 square foot event space on Cottonwood Avenue.

The latter would connect to the second floor, which would be a boutique hotel with 23 rooms, each averaging about 450 square feet in size. It would mainly contain king suites.

On the third and fourth floors, there would be a total of 26 apartments, 13 on each floor. It would consist of eight two-bedroom apartments of approximately 1,000 square feet, 16 one-bedroom apartments of approximately 800 square feet and two studio apartments of approximately 600 square feet. Rental cost is estimated at approximately $1.50 per square foot.

The building would also have underground parking for apartment residents.

“We really want to lean on Hartland,” Miller said. “We really want this facility where people can walk downtown, walk to local restaurants. That’s what attracted my wife and I, and I think that’s also one of the amenities, that we can help revitalize not only Cottonwood, but also bring more people to Hartland, and I think that helps all the other establishments as well.”

The council chose to present this issue for initial discussion before going to the planning commission because they wanted it to be made public before they started going through the approval process.

“All of this means it will come back to the village council after a long process,” village chairman Jeffrey Pfannerstill said. “It doesn’t mean it’s a yes vote. It means the village council likes the concept and likes where it’s going and thinks it can be a good idea for the village so much that it goes to the commission plan.”

The discussion was brief in the hope that the planning commission could work out the details before returning to council. The few comments made were positive towards the project.

“I think that’s a good thing,” village administrator Rick Conner said. “We need to revitalize. I hate to say it, but I think Hartland is behind the eight ball compared to the communities around us and I think it’s time to step in and up our competition. I’m all for it. Okay .”

The board voted unanimously to send the proposal to the plan committee, which will first address it Oct. 17 at 7 p.m. for a concept review.

Kupfer said if all goes according to plan, he hopes to start in April 2023 and open within a year.
