Stratford developer seeks construction of 3rd building at Breakwater Bay at City Point in New Haven


NEW HAVEN – A Stratford developer is looking to construct a third building in the breakwater bay condominium complex, one of three gated condo complexes on Ella T. Grasso Boulevard and Sea Street in the City Point neighborhood.

Two stories above a garage, the proposed building would be smaller than the two existing buildings at Breakwater Bay, which are both four stories, and would include 16 units of 5,625 square feet, compared to 32 units each in the two existing buildings, according to an application filed with the City Plan Commission.

It would be built on land inside the existing gates that surround the Port landing stageBreakwater Bay and City Point Landing complexes, more or less aligned with the existing Breakwater Bay building but farther from the port of New Haven and closer to the road.

The facade will match the existing buildings in Breakwater Bay.

Developer Anthony Nizzardo did not immediately return a call for comment.

Owners of units in the new building would be members of the current Breakwater Bay Condominium Association, said Ken Carney, who is property manager for Harbor Landing and Breakwater Bay.

Progress so far has been aided by the goodwill that Nizzardo – who was approached by the Breakwater Bay board – previously accumulated when he built City Point Landing, which is located between Harbor Landing and Sea Street.

“You’ve got a great developer who’s proven himself building City Point next door,” Carney said.

The City Plan Commission is expected to review the application as early as September. Esther Rose-Wilen, planner with the city plan department, said the application was complete, but department staff members had asked for revisions and that the date the application would be heard would depend on when it would be received.

The entire property within the gated area was originally meant to be part of Harbor Landing, which was originally proposed to be 352 units. It was never fully built as the original developer ran out of funds and eventually filed for bankruptcy.

Breakwater Bay has 32 units and its own condo association. City Point has 13 units and its own association.

Although the Harbor Landing and Breakwater Bay associations have had their differences in the past – and taken them to court – they seem to get along better now.

“The past is the past,” said Elias Najjar, a Harbor Landing resident who is the new president of the condo association there. “Turn over a new page. Welcome your neighbours… Since the arrival of the new board of directors, we have been trying to get along.

Breakwater Bay Condominium Association president Robert Melillo said the units in the proposed new building would be “a bit smaller” than those in the two existing buildings. “But I think the third building is a great alternative for people who don’t want to be downtown and want to own something,” he added.
